Your telegrams 03. 5, 7, 8, 9, 13 and 14 (conversations with Lugene Chên at lankow),
I approve your action in meeting Chen and I approve generally the language you have used in these conversa- tions which have assisted greatly to clear the air and show us exactly where we staid.
It seems impossible to submit any counter draft of a formula for the recognition of a Nationalist govern- ment of China. The two insuperable difficulties are that any such formula must either totally ignore the facts of the situation or involve the splitting up of China which would be contrary both to the wishes of the Chinese people and to our oblimations under the Washington treaties. Chin's own formula does not over- come either of these difficulties and we camiot hope to succeed where he has failed.
I must leave you to decide on the spot whether you can now safely leave Hakow, either suspending converse- tions or leaving someone else to carry them on. We cannot judge here how this would affect safety of con- cession but if you think it safe I see considerable ad- vantage in your now getting into touch with Diplomatic Body at Peking.
If the conversations are continued either by you or some other person please suggest best line to pursue,
